It sounds like it’s talking about making a water tight shoe or boot with fur on the inside. I bet if you did this and tucked your pants into them slightly and then pulled them out ever more slightly and wrapped a string around it you would have a nice waterproof warm shoe. It would help with all the different areas and terrain they would travel to

Soft leather on the outside and felt on the inside? Sounds like a comfortable pair of slippers. Did the ancient Greeks have a concept of "indoor shoes"?

The piloi served as a shoe or boot liner for protection, warmth, and comfort. Socks provide comfort and warmth. I'd go so far as to say they also offer a level of protection against moisture and blisters. So, socks.
