Always assume they were touched if they were in a spot where they could be touched. When it comes to keeping swords like this clean, this is the best rule of thumb to follow

The tuners on my guitar were like that, when I bought the guitar. It was sitting for about four years before I bought it. I used blue magic and it got the finger prints off. Granted I'm sure removing finger prints from black chrome is easier than polished steel.

You should definitely have a sign to not even unsheathe the blades, have them come up to you if they want to inspect it closer. That way you can clean it if they touch the blade, explain what it does and answer any other questions they may have.

This is why you need to oil your blades and/or protect them with zinc anodes in the scabbard or display setup.
