I'm a women. A women who's been assaulted more then once. I definitely don't think he meant it in a sexual or violent way, definitely looks celebratory. However, you just shouldn't do that, and who gets to decide whether it was appropriate or not is the person it happened to.

As a female, i think he was just so happy for winning, i don't think it was planned or meant to be insulting. It's not like he used tongue. All she had to do was take him aside in private and say she didn't like it and not to do it again. I'm sure he would have apologised.
