On April 10, 2025, Irish forces detected the Russian Navy’s Viktor Leonov loitering in Ireland’s Exclusive Economic Zone without responding to multiple hails. The ship, known for intelligence gathering, remained silent despite repeated contact attempts. Ireland deployed the Lé Samuel Beckett and maritime patrol aircraft to monitor its movements. The vessel stayed clear of territorial waters, avoiding legal violations while maintaining a suspicious presence.

The incident occurred just as NATO launched Neptune Strike 2025-1 and the U.S. began DEFENDER 25, two large-scale military exercises involving over a dozen allied nations. Officials are concerned the spy ship may have been mapping or surveilling undersea cables, more than 20 of which land on Irish shores. These cables support global communications, finance, and military coordination. The Viktor Leonov left Irish waters on April 11.

Countries should change their rules of engagement on their EEZ. Something like we will try to contact the ship up to 5 times if no response we will board the ship to do a safety check. If our troops encounters gun fires we will be forced to deal with the situation accordingly. Once our troops are off the that ship we attempted to sink that ship. It's your fault for not responding.

Actions speak louder than words. Declare the area a weapons testing area and give them 24 hrs notice to move. If after 24hrs and they are still in the area a submarine should sink it. NATO is effectively at WAR with Russia and Russia's continued snooping around international subsea cables should be prohibited by making each area a weapons testing area with 12 hr notice to evacuate.
