Yes, hybrid warfare can sometimes be a bit misleading. The matter has previously been more clearly divided into different crimes such as terrorism, partisan operations, sabotage, espionage, infiltration, assassinations, all kind of attacks against infrastructure and people. Russia has always done them throughout history and they are serious crimes..especially if they are part of their regime's coordinated plan.
