I heard alot about Minato took 3 years to perform rassenngan, Let's be honest here we all know that to create anything is more hard and requires more time to practice it and improve than just seeing it and learning it's concepts. Minato was a prodigy of that century, the only setback for him was his low chakra reserve and he do not come from a very known family. Vyuk, Its not that Itachi cannot move while using susanoo. He was moving against sasuke and he was moving against nagato as well and both of the time, his susanoo was activated.
Also if we go by scaling, then Itachi who scales to kcm1 naruto outscales jiraiya who scales to pain arc sage mode naruto
