If you got fruit bowl and musketeer hat but the NPC still says go away weakling.
You probably dont have max lvl Observation haki

You'll just notice it theres a title name ultra instinct then it means its already max the observation i suggest you when your grinding use it always.

Requirements basically
Max lvl observation haki (5000) im pretty sure
3rd sea (1500)
Lvl 1750 (citizen quest)
10-20 min server
Level 1800 (to actually buy observation v2)
5, 000, 000 cash
(To check your observation level go to first sea go to high skypea (however you spell it xd) go to the big stone temple thingy and at the top should be an npc that tells you your observation level)

Pretty hard to find in floating turtle island because your using door fruit to get there and don’t actually get there your self and show where it is from the start

I see.. you need to be level 1800 to trigger the town raid quest from citizen quest but the level requirement is level 1750. that's quite confusing..
