Utsuri Goshi this is used as a counter to turn sweeps like uchi mata. This is a much slicker version than typical he uses a lot less muscle than I see judoka use most of the time. I can’t quite understand what he is doing but typically the judo version uses a lot more foot movement but it’s the same hip switch throw.
