In relation to Project Management a Baseline is a plan which will be utilised as the basis for project evaluation. A baseline is often used in scheduling to refer to the schedule approved prior to the commencement of works. This then becomes the basis for performance evaluation to determine if the project is on schedule. behind or ahead.
Without the initial plan (or baseline) it would be impossible to determine the project's performance, as there would be nothing to compare it to.
A super simple example; you are at the airport waiting for your family to arrive back from holiday. The Estimated Time of Arrival (ETA) is the baseline. If the plane lands prior than it is ahead of schedule, or after than it is behind schedule. In project management it is exactly the same, except we talk in days/moths rather than hopefully minutes.
