You can pick up a TCL LX for $19.99 with Android 9 from Target. I picked up one and dropped in a 128GB microSD card I had lying around. It plenty fast for the low price, made it even faster by rooting it, and uninstalling some bloatware via ADB.

Probably not compatible with 4G LTE US bands. But, for 60$ 3G will work.
