You can try another way on Playstation 4 you can simply just change your time without needing to disconnect from the internet. Xbox will require you to do it at 4:30 am/pm.

After you do the above, load up "Metropolis: Memorial Station" and push your friend, second controller or the A.I. over to the right hand side of the level and send them flying through the train to unlock this.
