the reason the wither wouldn't spawn in the snow biome is because nothing can touch the sides of the soul sand or it wont spawn, so the snow layers prevented it from spawning.

1. You need to break the snow if you want to summon the wither in a cold biome, the snow is what stops it and “stops you”
