The answer could easily be the Dark Forest hypothesis imo, ie something intelligent made the signal but then that signal never repeated because the civilization that sent it out was immediately detected & destroyed when broadcasting that signal alerted the other civilizations (who were smart enough to hide themselves & take out potential threats on sight) to its existence/location.
