I’m still none the wiser, how do you create a fire safe stairwell in an open plan setting?

Thanks for this - just experienced a hotel fire where the staircase filled with smoke and entered the corridor. Trying to understand if this is acceptable or not. Thankfully there was one other fire exit staircase and the main staircase. See my latest "short" video for what I recorded.
