Many tattoo parlors will refuse to put a 1% motorcycle gang tattoo on anyone without direct word from a known gang leader. In fact, most of the big 1% gangs have their own in-house tattoo artist who does any club tats.

I don't have tattoos and don't think about ever getting one. The people around me mostly don't have them either and the few that do just have anything tattooed on them that they like. We are unaware of when a certain tattoo has a meaning aside from "looks cool/pretty".
So my genuine question is this: who comes up with these meanings, are there global differences in their meaning, and do people get upset when they see a tattoo where the bearer obviously had no idea? Are tattoo artists obligated to give information about possible meanings of a tattoo request?
