As someone who has read the manga from the very beginning and remembered every single hint of their love for one another, I can say that what Ruby did was perfectly in character and was executed to absolute perfection. I neither give a shit about what it morally implies nor do I care for the "fans" who drop it because of the kiss, they're reading the story for the wrong reasons.
