Here's the genuine reason it jammed. The Makarov default magazine capacity is 8 bullets. He fires 7. Forgetting he has a chambered round, he racks the slide with a single-pass hand movement. The slide closes automatically on the 8th bullet from the previous magazine. You're not supposed to just rack the slide that carelessly with a round in the chamber. When you do that consciously, you wait for the bullet to clear before letting go of the slide.

I remember for the longest time thinking that the loose bullets in this scene looked bad and then I actually bought a Makarov and upon opening a box of ammo for it found that they do in fact look like one solid piece.

What i learned:

Don't try to do flashy stunts with your guns or they could malfunction in the middle of a battle ✖️

If you can pull out some fancy shooting your opponent will let you live and possibly cut you in for a job couple years later ✔️

its a bit of a translation error for the jam. But if I remember correctly.
The jam was just a simple failing to eject the cartridge properly, Ocelot kept one in the chamber so when we loaded a new magazine he never needed to pull back the slide and could have just started firing.
The "middle-eastern" technique is to keep a round in the chamber so to never have to pull the slide in the middle of battle. A normal technique would be to mag dump then reload, pulling the slide to chamber the first cartridge. So, Ocelot mixed techniques (trying out the middle eastern one but pulled the slide anyway) and a jam occurred.
So a more "accurate"(?) dialogue for Snake would be:
"You didn't need to eject the first bullet by hand, did you? I see what you were trying to do. You kept one in the chamber to be quicker, but your pulled the slide without thinking. But testing a technique you've only heard about in the middle of battle wasn't very smart. You were asking to have your gun jam on you."

I didn’t realize in MGSV, older ocelot says the same thing about the recoil to a young soldier in the diamond dogs.

I used to think this scene was really bad ass, now I just think those are the least competent soldiers on the planet. They (the last ones standing at least) had like a full 8 seconds to respond to being shot at! LOL

You ejected the first bullet by hand, didn't you? I see what you were trying to do, but testing a technique you've only heard about in the middle of battle wasn't very smart. You were asking to have your gun jam on you. Besides, I don't think you're cut out for an automatic in the first place; you tend to twist your elbow a little to absorb the recoil. That's more of a revolver technique.
