The Ramones never used alternate picking on any of their songs it was constant down picking. It's not being a snob it's playing it right, it sounds more full and aggressive. It's harder to down pick it fast at the Ramones Live Speed.
I play the bass and play with my fingers this song requires a pick though. To achieve the speed needed you use only the wrist. The technique is in how it's slung the guitar or bass is almost to your knees. That's how Johnny and Dee Dee Ramone played it
