It's possible that since it's set in the past he hasn't come up on the Avengers yet so he doesn't have the Stark software so much as he he the footage/video the learn their techniques in advance. This also preserves his photographic memory.

I already realize he is powerful, cause he can copy almost all, and has a good IQ, the only hero/anti hero he cant copy is deadpool
