I feel like Marienburg was the kingmaker there.

If you notice, throughout the whole thing Marienburg never got any votes - but they never betrayed New Reikland. New Reikland was able to secure victory in large part because they had a consistent, stalwart ally who seemingly had no desire for the spotlight themselves.

Which is pretty much how Oda Nobunaga was able to unify Japan.
