When I hold my touch pad that wheel doesn’t come up I just get a wheel that has my stuff in my hot bar and just says orbital camera

when i hold down the touch pad all the options appear problem is i cant move nothing on the menu i cant choose 3rd person orbital camera nor all the the other options, my controller is brand new and it works fine its just on that, that im having problems with, anyone know whats the problem?
