i can't see fingerprint option in hp protect tool security for my hp probook 6460b

in my hp 840 g1 win 7/win 8.1 finger print driver is recognized by the driver manager. the hardware is also recognized by hp security tools/protect tools. but main problem is I cant enroll my finger print. in order to set fingerprint i pass the finger over the sensor but it doesnt response, even i cant see any light inside the sensor.

i am using updated official driver for this model downloaded from hp website+my bios is also updated.

so is it a hardware issue? or other technical problem?
