Despite a ban on the practice, a 2014 survey found 23 of the 27 women who gave birth in New York prisons since 2009 had been shackled anyway.

Thanks to President Trump for ending the practice of shackling, which is sadistic and humiliating. As a retired veteran who used to work in a military brig, I'm a firm believer in I what I learned on the job. People are imprisoned as a punishment not for punishment. I also believe shackling violates women's civil rights. It has nothing to do with privileges. Privileges can be taken and restored, but not rights. Military brig personnel at Abu Ghraib committed crimes when they abused and maltreated prisoners in Iraq. If terrorist and foreign detainees and prisoners have rights, what about the Americans who are imprisoned?
