SIM800L: Making Calls and Sending SMS

Is it necessary to connect a diode or a voltage divider between Arduino Rx/Tx and SIM 800 Rx/Tx? Logical 5V output of the Arduino will damage 3.3V SIM 800 input ??

I fixed the power issue by adding some capacitors parallel to lithium ion battery and the module doesn't restart anymore but I can't connect to network the led blinks every second, any suggestions would be appreciated thanks.
