The Vorta would be the ones to give a manual and say only do this. Starfleet would teach and ask what are your thoughts. Small detail but changes the perspective of how the dominion work.

I think that the Dominion occupation gave Kira a different perspective in collaborators. Sure there are some who was like that Bajorian who pimped out her mother to Dukat that actually loved working with the Cardasians, but I am sure there are some Bajorians who, like Kira during The Dominion occupation, was trying to keep their people's deaths down to a minimum which meant working with the Cardassians despite how they felt about their oppressors.

Actually it was that Kira followed as much as possible Sisko's recommendations to keep Bajor "out of the fighting", that also means keeping things relatively calm on the station. But of course the situation was brewing in her after a while. It's so clearly visible in this episode that the daily routine of getting up early and seeing all those nasty Jem H'adars and Cardassians all day long would drive her to a depression. At first she was basically paralyzed by this depression that she ignored the Vedek. But, like you stated she came into action after the Vedek killed her self. What does strike me odd is that we see Odo do any attempt to plead with the female shapeshifter to end the war, nor does he explain where the Federation stands for and that it would never be a threat to the Dominion. Odo better could have talked about the Borg (if he knew any of that, but I think so, because he is a head of security and Sisko lost his wife to the Borg). By the way, the same thing could be said about Captain Sisko in the episode The Search, in which they got abducted and put into a simulation to see how the Federation would react. But still, after awaking from that and seeing the female shapeshifter he could have 'some' form of diplomacy. And also in the episode where the bring a sick Odo back to the founders Sisko had ample time to talk with the founder about diplomatic issues between the Federation and the Dominion, trying to resolve them and avoid a possible war.

What Kira should have said to Vedek Yasim was that The Emissary wanted all Bajorans to stay out of the fighting for the sake of all

What about the fact that the Emissary of the Prophets (Sisko) giving explicit instructions to protect Bajor even if that meant cooperating with the Dominion? They were akin to orders and call me strange but if I am trapped behind enemy lines in a war and my instructions are to protect the civilian population by not overtly resisting, I would give that some serious weight when considering what to do.

Odo doesn’t card about sisko, Jake, the vedic, kai winn, nobody ... except Kira; so assuming Odo can even see what the protest is about, his only concern is Kira and protecting her from the protest or any consequences thereof

Dont forget Sisko WANTED her to sign peace with the Dominion. Due to that he KNEW it was required cuz of what this video pointed out an then some to protect Bajor an its people since SF was gonna have problems for a long time

Hey Lore, been rewatching DS9, think Kira had PTSD?

In the second or third episode of season 1 when that bajoran is being chased by the Cardassians because of his terrorist activities, Kira goes to Odo and has a conversation where she admits she still has nightmares about a particular raid she went on, that would be a huge red flag if even a medical doctor like Bashier heard that.

I know back in the 90’s ptsd wasn’t part of the conversation but given that in universe they had councilors on starships during peacetime, I find it interesting Starfleet thought to wait until the final year of thr Dominion war to put (a) councilor on a front line station let alone already have them when they took over DS9 after the occupation where they knew war crimes had been committed.

Admittedly I’m looking back during a time where mental health is part of the conversation but given Kiras history and behavior throughout the series I’m wondering if it wasn’t in fact an intentional nod.

I think Odo held Kira back because he didn't want her involved in the protest to any degree whatsoever. Keeping in mind that the Bajorans like to blow things up when they protest. You don't want to be a part of that shit when your "an advocate of Eeevil!

I think there is a point to Kiras opportunism. In fact, I would expect, that to some degree even the Bajoran government is on the same path. They've shaken off the last occupation not a decade ago and why should they resist and so, move their fresh rebuild world between the frontlines of a devastating war, just to look like the french-belgian border in 1918, in the end and start all over again? So, I'm wondering what the bajoran government would think about Kiras "initiative", which is much guided by personal feelings.

I think Kira did the best that she could. All things considered to protect Bajor as she always did. Her being a colonel in the bajoran military she knew the bajorns couldn't withstand the Dominion in direct combat. So she did her best to keep them out of the fighting. Which is also what the emissary of the prophets wanted them to do anyway. Kira being a deeply spiritual and religious person knew that she had to follow the will of the Prophets and they're chosen emissary. Because their emissary was sent to guide them.

Again, the Dominion is China.

Also, the reason Odo grabbed Kira is likely safety, since Kira trying to stop the Vedek could end up with Kira being seriously injured, or even killed.
