I agree with Oda that Luffy's mother doesn't need to have an impact on Luffy after his adventure begins!
But, I would say that it would have to have made an impact on Dragon, so If we ever get a Dragon Flashback, we need to see Luffy's mother!

Correction: Sabo was not an Orphan and was not living with Dadan before Luffy. Another thing is that Uta and Luffy were not raised together, they just bonded during Shanks first visit to Windmill Village.

Garp wasn't surprised luffy had conquerors Haki Garp even says "he didn't learn that ability he was born with it" implying there was a time when luffy as a child used conquerors Haki without knowing it. probably while he was fighting wild animals before he met ace and sabo

Sabo was the last person to live with Dadon, Ace was there first, he met Sabo but Sabo still lived with his noble parents, Luffy was dropped off after. I thought Uta was just a childhood friend, she was raised by Shanks on the ship, the one Luffy coundn't board. If Dadon was taking care of Ace, how could she be on the island where Luffys mom was?

It might be Robin's mom if you think about it. Oda said that he drew her quite a few times, and it would also make sense because the Ohara incident was the reason why Dragon became a Revolutionary. It was also mentioned that Robin's mom had a husband and would it not be awesome if Robin and Luffy were siblings after all?

Garp was told by dragon or Shanks that Luffys fruit is actually the Joyboy “reincarnation”. Maybe Garp only knew what the government wanted him too knowing Luffy was his grandson. I’m sure Garp finding out recently if he already hadn’t that Luffy has awakened his fruit/joyboy that Garp will come to the conclusion Luffy will be the one that takes down the government. He will pick up where joyboy left off many centuries ago.

Luffy's mother is actually the only daughter of the former leader of the celestial dragons. She died because of the internal conflict in the world government and that's the reason why dragon made the revolutionary army to revenge his wife.

Just a small correction, Garp was not even surprised that luffy has Conqueror's Haki during the marineford war. 😊

Does luffy even know who she is. He was raised by garp and the bandit and didn't know who his father was if anything i think a world noble killed her and thats why dragon is doing what hes doing. Also garp being strict made sure no matter what path luffy took that he would be a good person garp was strict but gave him ace and sabo alot of love. Garp knew that the kids needed a father figure because he already had a kid if you think about it to those kids he was more than just grandpa.

Could it be possible that Shanks visited East blue to check on his former crewmates son after she had passed away, and that the reason he stole the Gomu Gomu fruit was because it was her fruit?
The way I see this playing out:
Luffy's mom is part of a rescue team of sorts and meets dragon in said force --> they bond over time --> Dragon knowing that he's about to become the most wanted man for turning on the government sends his lover and his son onto Shanks ship as Shanks agrees for a possible variety of reasons (many questions could be asked here as to why Shanks would accept) --> Dragon becomes the world's most wanted man, Luffy's mother being a member of the crew that set slaves free became known as a god who laughs and sets slaves free, Shanks helps her escape from the world government --> Luffy's mother knowing that she would be hunted down until she was dead leaves Garp in charge of Luffy. --> Garp knowing how the mother and father of the kid were both highly wanted criminals with big impacts on the world, decided to keep it a secret from Luffy who the parents were. (At this point we can speculate that Garp will only reveal info that has already become public or info he knows will eventually go public to only Luffy or his crew.) --> The mother gave herself up to the government soon after and faced a non public execution due to how dangerous she was to the celestial dragons --> government realizing how symbolic her devil fruit had become tries to censor everything about the Gomu Gomu fruit along with knowledge of what the fruit turns people who master it into. --> Shanks, knowing the power of the Gomu Gomu fruit, stole the fruit from the government which he knew was highly guarded and high risk. --> Shanks who knows where Luffy is due to dropping them off, takes the Gomu Gomu fruit to Luffy so that Luffy may eat his Mother's devil fruit, meanwhile faking that Luffy ate it while he wasn't looking. (Remember Shank's Haki is the best in the world, he wouldn't let his observation haki off the fruit in the middle of town, he let Luffy eat the fruit on purpose) --> Shanks now knowing what Luffy would become in the future, decided to keep Luffy safe until he became powerful enough to protect himself (Losing an arm to Sea king, Shanks going to end the war and helping Luffy escape. --> now that film red is out, we see that Shanks and his crew work really well together and I think Shanks knew that Luffy would be a powerful and kind person as well as good ally.

I wish his mom was a former Celestial Dragon, it would be quite amusing since Luffy has D in his name and it would make a compelling story of a forbidden love between a D clan member and a world noble.
