When I explain it, I just say
"00-0 is 100. 00-1 is 1. 10-0 is 10. 10-1 is 11. You can figure out the rest."

Back in 2e D&D if you were a martial class and had an 18 strength you got to roll percentile for exceptional strength with the most powerful being 18/00. This was so powerful that my group called it "eighteen uh-oh" strength.

Also, most tables have it written as 00 instead of 100 anyways, so just adding the numbers up still allows you to read from the table without issue.

Basically first 10 sided die rolled multiply by 10 then roll a second 10 sided and add the rolls together.

Example first roll of 5 and second of 9. 5 × 10 = 50. 50 × 9. Result 59 (50, 9), (5, 9)
First roll of 0 is 0 and second roll of 9. 0 + 9. Result 9 (0, 9), (00,9)

Two rolls of 0 is 100 (0, 0) (00, 0)

I understand being confused by percentile dice. Most people, even D&D users, will never use them. For the vast majority of people the 00 dice is just ignored or used as a backup d10. The fact 0 means 10 when individually rolled and then it means 0 when rolled with the majority of percentile dice until it’s paired with 00 which them makes it 100 can trip people up. I think this is one of those things DMs and Call of Cthulhu players forget that outside those situations, most people never use them.

I gotta be honest. This is so much better. Thank you. I was honestly confused by the last video. Maybe it’s because I don’t even own a pair of dice. Seeing a visual representation of 1-100 helps.

"as long as you're consistent" is such a good way to say it, I had a player once who would change the way he rolled it every time, later I realized he'd check the numbers then decide what the roll meant

Ok that cleared it up. This was how I originally understood it, but after that last video I suddenly became confused that I was doing it wrong, but now I know I’m good. Thanks for the clarification

For anyone who is still confused. Just use a golfball d100. But you'll need to give it a bit more space to roll aince otherwise you manipulate it too much.

I’m the psycho DM that subtracts the single digit number:
(100-0=100)
(50-9=41)
