Mikrotik Tutorial 42- How connect 2 ISP Internet to 1 ISP gateway in Hindi & Urdu

I would say put each ISP router on separate/different gateway and then setup filter rules in between to route between the isp. Just use the IP address for each ISP router as the efferent gateway address for every user from mikrotik router board
