Blindness is a spectrum. You don't have to have no vision to be considered legally blind. Someone in my family is friends with a woman who is blind enough to not be able to drive legally but she can still see shadows and colors well enough to navigate her way around the house.

Yes, he is. When they say he is not blind they actually mean that he has mastered living in blindness and lives like he is not

You never know, Stevie might have been a recipient for groundbreaking surgery to restore his sight. Sometimes being wealthy/famous gets you access to the latest medical technology. His sight might not be 100% restored, but he may can see enough to get around on his own.
