How do you get water in a sealed and locked gas tank?

You do not have to do all he said about water in the gas. I've experienced this on my two scooters. All you need to do is drain all of the water and fuel out of your tank and float bowl, and put fresh gas back into the tank. After a few hits at the starter, it will start right up. No need to take in to a mechanic to clean your carb and fuel lines. Then put some fuel system cleaner in your fresh gas that will clean your carb and help keep moisture out of your system.

Scooter has been sitting for a year with gas inside. I already replaced the dead battery, spark plug, and syphoned the bad gas in the gas tank. What else do you suggest I do to get it started. It is turning over but won't fire up.
