I think Soldier Boy is stronger that Homelander. Maybe he cant fly or see through objects or doest have the heat vision (which cant still hurt him). But he is more durable (Homelander can get wounded internally, SB cant), he is more mentally stable, has more fighting experience etc...

Soldier Boy is immortal, can nullify powers but can't fly. Homelander is not immortal, will die of old age but can fly. You don't factor immortality which is nuts, immortality is a crazy power. Kimiko is also immortal, so yeah, she should absolutely be higher.

Having Neuman lower than Marie when they have the same powers, except Neuman has more experiance is really wierd. They are both two of the most dangerous supes out there, possibly more dangerous than Homelander.
Cate should also be WAY higher on this list, her powers are insane, she can control anyone, all she has to do is touch homelander and he'd be her puppet she's arguably the most powerfull mutant, because she can outright control any of the other strongest supes, or ALL of the other strongest supes.
