I believe it was PBS Spacetime that suggested that at some point in the future we may be able to measure gravitational waves created during the big bang. It was also suggested that there may be a gravitational wave ‘CMB’ left over from the big bang that was created prior to the formation of the microwave CMB.

With all the black holes and stars merging in the universe I would expect this result. We have not seen any evidence that waves decrise over time and with waves amplifying or canceling out each other there would be strange not to have a "grooving" universe.

Imagine the universe is like the surface of the ocean, it's never still. Our detectors are just not able to see the detail. While they may be able to detect the tsunamis from recent events, they lack the resolution to see the subtle wave-like action that must persist in the universe, as each gravity wave would interfere with other gravity wave events.
