you can make an argument how broly is better in potential in adaptability, but in raw training potential definitely goes to gohan.

broly only gained that strong according to whis’s theory, saiyans fighting themselves is better than Whis training them.

Gohan can train with yamcha and get op, Gohan is literally the owner of random transformations. But, sometimes raw training potential goes to frieza. but here are my ranks for potential now : “Gohan, latent potential.” Definitely number one according to toriyama “when gohan unlocks his latent potential he will become the strongest fighter” “Frieza RAW POTENTIAL” literally in 4 months, closed a 20 year gap. “broly adaptability”. His power is absolutely amazing, but if it weren’t for goku and vegeta he wouldn’t even be able to adapt. Also if the opponent is too strong, Broly peaks because he won’t be able to adapt to something that’s unstoppable.

Also just an FYI, 5 isn't an average power level for Earthlings. Akira Toriyama has stated that the Farmer was quote "pretty strong for an Earthling". So the average is probably more like a 3.

Too think Goku's power level during the Saiyan Saga as a fully grown adult was "Over 9000". Broly as a newborn child is 10, 000. Yeah definitely a child of prodigy, Vegeta Sr. and Jr. were mad jealous.

Broly only had 10000 power level as a baby in the OG movies.

In DBS movie, Broly's power level was confirmed to be 920, but would spike occasionally and break (outdated) equipment.

Still it was significantly higher than Vegeta's at 500+, but as Goku who was born with a 2 or so manages to keep up with him, I doubt it matters that much.

Heck, Frieza's power level was in millions when he was born and yet his potential isn't as wild as Broly's or Gohan's, and needs relatively long time to train.
