HERE'S free GPS navigation using smart phone with no data plan

Most Android smart phones have built in GPS. Go to your phone's settings and under location click Mode to check if you have GPS. If you have GPS, it will have, under Devices only, the option to use GPS only to determine your location. Under High accuracy, your phone uses GPS with your mobile data plan connection to give you a pretty good GPS navigation system.
If you have no data plan or want to lessen usage of data, you can use an offline capable App like HERE. Once you set it up, you can use it without a data connection. You still have to use Wifi to initially download your state's map. You can download several states if your phone has the disk space. Each state is 4 to 500 meg. You can, of course, delete the states you have crossed, and download new states to save space, assuming you have wifi access. It takes a few minutes to download one state's map.
Set your HERE to run Offline and use the phone like a regular GPS unit. Searches for some address might not show up as you don't have wifi, or a data plan, which will yield better search results.
When your address is located, hit start and the App will start and sync with the satellite. This will work better in the open, as in when you are sitting in the car. HERE has voice direction, unlike some other free software. It will recalculate if you miss a turn.
Click cancel guidance if you want to stop navigation or the GPS will make a voice direction every so often.
The only issue I had, like many others experienced, was it did not work for the first 2 weeks after I downloaded the App. Last week it started to work. Maybe it's a satellite issue. I'll keep my fingers crossed.
Remember, it won't work as well as a GPS with data connection, especially when looking up addresses. It does work as a general guidance GPS.
