He didn't replace them. It was a mixture of rebranding and upgrades

They only started being replaced when too many died or got old.

Ironically, keeping the clone army but phasing out the Jango Fett template would have been the better choice. If the empire didn't invade Mandalore, more warrior templates could have been harvested. But because of the Kaminoians clone rebellion, it was fearful that the clones could be made to overthrow the new empire. Thinking that a natural born army would be more reliable, there were more desertions and rebellions that eventually crippled the empire. If clone army was maintained, the rebellion would have lost, and if Palpetine installed more reliable officers to manage the imperial army, the rebellion would have been crushed before the battle of Yavin.

Hold up for a minute why couldn’t they just use Bubba Fett DNA? He was a kid who was a clone who grew up along life and this guy just stole from Star Wars battlefront to the original game when on kamino they made more clones and then rebuild against the Empire

Sadly clones have short life time, it is 2 times faster if not more compared to normal human, so most of them just retired. Important part is also that seperatist wouldnt take kindly being ruled by former enemy army.
