Most flood happen because of the rate of flow of water. Higher flow rate mean increased flood exposure. Water will always flow out to a drain and then the sea . My advice will be to open a block drain flood line .Employ people who will periodically inspect and clean the drains and lastly pay them a decent wage.

That is the concept on which the dams work, they control the flow of water . But they also have one limit, want if they also get overflowed? Then how will yu control the flow of that water
