Lemme share a different perspective
Modiji puts like minded people at powerful places and posts so that they will WANT TO do the same thing Modiji wants to be done. He doesn't force people to work his way. That's the quality of an undisputed leader.
Sanjeev Sanyal also said that the key focus of Modiji was road network cuz its the backbone of economic development. That's why he gave a free hand and full support to Nitin Gadkari ji.

First of all, Nitin Gadkari is an old gaurd of BJP, he was given a choice to pick any top ministry he wanted in 2014, he insisted on road and transport because he was passionate about it, and it even reflects in his interviews and actions. There is no way he would have been given so much budgets if Modi didn't trust him. He has been given a free hand to run the ministry, otherwise when have we ever heard of road and transport minister performance in the spotlight. Modi is unfortunately not given the credit he deserves.

I am not a Modi bhakt but what I observed over the period of time is
1. RSS or BJP works as a systematic organisation which relies more on Team work and not individual contributors.
2. Accept it or deny it but Modi has gr8 talent spotting skills. E.g. Mr. Jaishankar.
3. Hence Gadkari ji is the perfect candidate for road ministry because You have to build the road through all states whether it's occupied by the BJP or others. Gadkari ji has good relationships with every party.
4. Another quality of Gadkari ji is he is open minded and accept innovative ideas e.g. one of the Airport road as you know airport roads are busiest roads is made out of steel.
5. Cause of all of the above mentioned points such as inclination towards Team work, Talent spotting, Honest and Workaholic work force BJP was able to complete their agendas Removal of 370, Ram Mandir, Good Infra for ease of business, Improving failed state such as UP under Yogi's leadership.
6. Other parties lack all these qualities. Congress nepotism, lack of strong leadership, No team work etc.
