I wish you would have showed installation, I'm stuck

I got this lever for an angled toilet (older model Toto Drake) but it keeps getting stuck in the town position for some reason. I'm not sure what is wrong with it. Any ideas? It's like the chain isn't enough weight to pull it back down once the lever is pushed & I can't shorten the chain anymore or it will hold the flapper open.
