Using ChromeCast without internet data | screen mirroring without internet data

Steps to mirror your android phone to TV without internet, are explained in this video.
TROUBLESHOOTING STEPS:
1. If you're configuring Chromecast for 1st time, please do it with internet. Then use it without internet.
2. When using with wi-fi modem without internet, turn-off mobile data on your phone.
3. When using other phone as wi-fi Hotspot, turn-off mobile data from phone in which you're using Google HOME app.
4. For any connection issues, turn-off and on Chromecast and WiFi modem.
5. Reset Chromecast by pressing it's button for 25 seconds, after turning on power supply.

I have neither wifi router nor any other secondary smartphone.
So how can i cast my local content to tv through it.
Doesn't it work like smart tv cast screen function, where simply turn on smart tv cast screen function and in our phone's cast option show's the smart tv and we simply click it and connect.

I have an smart led tv and Chromecast built in but when i try this amazing trick in my tv it shows wifi has no internet connection,

At last you are using internet connection in your second Mobile😅, which means there is no connection without internet.
Try the same method by turning off the mobile data in your second Mobile ( redmi 3s prime ) the connection will not be established.
