What exactly are ‘enclosures’? Some parts look like scale fragments and some parts are chromatic add ons?

I'm a little bit confused. I find interesting that you play approach notes on beat 3. I've seen them on beat one, sometimes as part of a 4 note enclosure, but never on beat 3. Maybe I just need to transcribe more solos.
