Vertical ruler not working in MS Word- how to resolve or return it

I can't adjust the height of the page. If I place the cursor at the top of the ruler I no longer get the double head arrow to pull the ruler down. The horizontal ruler is fine

The missing vertical ruler affected all my MS Word files and it does not return even I tried to change the Margin setting.
