my understanding of the "mounted" units was that they functioned similarly to dragoons; they rode to the battlefield and dismounted to fight on foot

Lionheart the reason you can't build the port upgrade is because it needs to be in the city. The pre-requisites are "city" or "trade city", its saying that it needs to be built in a city or trade city for it to be upgraded. Port upgrade requires the port to be in a city not a town.

You can only build the level 2 trade port in the city region, the only level 2 port a town can have is a fishing port. When it says "city" it means the region slot, not province

the reason why u cant get the level 2 trade port is because u need to build it in the Provence capital and that also includes the military wharf as well.

I tell you nearly every time you mention it, use the . and, buttons to switch between provinces or armies or agents etc
