I like to imagine the other Agents in the room, after picking a side, having to mentally track the chain of people aiming at each other to figure out who they need to point their guns at to support the right side. Like, "Okay, so I'm on the Captain's side, and so is Carter. She's aiming at Rumlow, and is being aimed at by that guard. He's being aimed at by the Agent next to me, and she's being aimed at by that Agent over there, so... Yes, that's who I aim at."
