Idiot cyclist threatens runner he almost hit running red at Battersea Park

Thankfully the majority don't cycle like this, but this moron was not only running a red and almost hitting a runner, he also went on to threaten the runner (sound bad at that point). Why is that so many of these delivery guys cycle this way? Not a proper cyclist. Just a shouty inconsiderate moron.
