I don't understand how the ERLC can fund the sex abuse thing, but the seminary can't transfer funds. Seems like the rules for transfering funds are totally dependent on the actual political goals of the entities. Law for the SBC is much like law for the USA, it is selectively applied. Finally a good question! Skip to 2:45, it's the only thing worth listening to in this whole thing, at least up to that time.
