God of Stories Loki is super powerful, but that wasn't God of Stories Loki who lifted the hammer. That was still Ikol. Ikol was able to lift the hammer because of a spell that Red Skull did that changed all the good things in heroes bad and all the bad things in villains good. So Loki became worthy of the hammer and Thor was not. This was a little before God of Stories came to be.
