Am I correct that she could get this done bc of how light her skin is? Hyperpigmentation can be corrected, but hypopigmentation can not. The darker the skin, the more hypopigmentation occurs.

I am not sure about this. There will be scars for most people . She is young and her skin will degenerate older people like 40s and up. Every little Injury will leave a scar of some sort. I wouldn't recommend this around the eyes on any age this is very odd.
