Low-Elo players would miss the best move because they're not good enough.
High-Elo players would miss the best move because they don't believe the opponent would blunder mate.

I only realised it when it was shown but, at this level and players like Carlsen are somewhat hard to believe. I've seen a game where he missed a checkmate in a single move, against Nakamura.
