It's called recapping. My father and I utilize the services of J&J tire to fix flats as well as other services. They did everything that is shown in the vide. Jean was one of the first recapping companies to switch to the Voit continuous extension method of applying the raw rubber to the ground tire carccus.
That eliminated the single butt joint. Which reduced the possibility of the retreat separating.
It isn't likely that you will see large pieces of truck tires along the side of I 15 between Barstow and Las Vegas any more.
J&J tire ceased operation by the late 1970's or early 80's.
