Ford has made headlines on this topic, but they're certainly not the only one. Pretty much every major manufacturer is working on a similar type of system.

Of course you can trace the origins of these projects back to the US government, and other governments around the world. There's pubic information that the US government has been pushing American auto manufacturers for these types of systems since the '90s, with financial and tax incentives offered to the manufacturers in return.

Well they just increased the value of all cars built before this is implemented.

A few years ago Ford wanted to have proprietary rights over the computers in the vehicles they made. So no one outside of a Ford Dealership could work on them. Had a congressional hearing on it and a congressman asked a Ford Rep, “so no one will actually own the the vehicle they bought from you”? Paraphrased
